Thomas McGovern joined Madison Associates, Inc. (MAI) in 2003 as a Financial Crimes Consultant. Since then, his efforts have been focused on work with the Food and Drug Administration - Office of Criminal Investigations (OCI), where he provides his considerable expertise in financial investigations to pursue the forfeiture of criminal proceeds.

Mr. McGovern retired from government service after 29 years as a Special Agent with the Internal Revenue Service - Criminal Investigations (CI). Mr. McGovern conducted the financial investigation of a well known Palm Beach jeweler who schemed to steal $80 million dollars in jewelry but as a result of Mr. McGovern’s efforts was convicted for mail fraud and money laundering. Mr. McGovern traced the illegal proceeds from this scheme throughout the world. As a result, Mr. McGovern was able to ensure the repatriation and forfeiture of $48 million dollars in illegal proceeds acquired by the jeweler.

After joining the MAI team, Mr. McGovern became involved in an investigation involving the distribution of stolen medical devices that resulted in convictions in twenty-three cases and related forfeitures, fines, and restitution totaling over $17 million. His efforts were also instrumental in a successful forfeiture in another investigation involving a complex scheme in which numerous consumers were defrauded of millions of dollars through the sale of misbranded products. Mr. McGovern’s financial investigative efforts identified property valued at $10 million which was subject to forfeiture.

Mr. McGovern received a Bachelor of Business Administration Degree in Accounting from Florida Atlantic University in 1970.
